Abstract:
Florida Forever Measure C4: The number of acres acquired that protect natural floodplain functions. FNAI worked closely with DEP/Division of Water Resources Management/Bureau of Submerged Lands and Environmental Resources (SLER) to develop a method for representing natural floodplain. According to accepted definitions of floodplain, these areas are associated with natural waterways (Kathleen Swanson, SLER, pers. comm.). Floodplains are often described in terms of statistical frequency of flooding, i.e. 10-year floodplain or 100-year floodplain. The boundary of the 100-year flood is commonly used in floodplain mitigation programs to identify areas where the risk of flooding is significant, e.g. FEMA data. The 10-year floodplain may fit more closely the ecological descriptions of floodplain, which primarily focuses on wetlands adjacent to rivers, streams, and lakes. For example, Mitsch and Gosselink (1986) use riparian wetlands and floodplain interchangeably. We, therefore, considered floodplain to be wetlands associated with waterways, and natural floodplain to be a subset that exists in a natural state. We also elected to use only floodplains of major rivers and lakes, rather than all streams or lakes, in order to capture the most important systems.
